This is something I found recently on the ePay place and I don't know anything about it other than it is from socialist period of Romania - which an historical debate unto itself.

Any thoughts since I don't read Romanian very well at all?

Phil,

This is a badge for a winner of Socialist competition. Sometimes referred to as the "purple star". A civilian award; doesn't figure into the military/paramilitary award range.
