This one is confusing. Believed to be parallel to the Soviet medal for maintaining public order.

(And it is nice to see many of my scans here.)

Significantly, this medal bears "Khalq" (= "Masses") in the wreath, so this may date it to the 1978/79 period?

These seem to be primarily found in unissued condition.
