Badge "Excellent Educator Of The U.S.S.R.".

I find this one very interesting because unlike the previous awards, this one seems to be on an all-union level rather than republican. I am not certain about this, but I think this is for someone teaching in the higher education field (academy, institute or university), but I could be completely off since this is the first I've ever seen of one like this. Having said that, the badge-medal is very well done (Moscow Mint), but the document is kind of "cheap" by comparison to the republican ID-type hardcover booklets.

At the same time, this is an unusual document (from my experience) because it has two stamps and signatures (one from the professional teachers union and the other from the USSR-level State Committee of People's Education).
