It's a traveling banner for high marks in social competition.
The banner was given or kept by the new winner every competition. Rusty.

no, sorry, its very common, even among "lenin" banners. If pressed I could import 50 of these into the USA in about a month. They were issued in huge numbers.
The only thing that makes lenin banners a bit rarer are ones from the 1950's, or ones issued to military units. Civilian ones are available for about $15 each on the old Arbat in Moscow. I actualy gave one like this away to one of my students who liked it when i bought it it to show communist propoganda. Doug |

Here is a red silk banner I acquired. I believe that it's Lithuanian, and some kind of socialist competition banner. It's cool-looking, but I assume not valuable. Does anyone speak Lithuanian that can confirm what it is?
