This is a commemorative pin celebrating the 50 years of the USSR. As far as I know it´s not related to the MVD since I have seen it in other branches´ uniforms.

Agreed. I have the same one and another one very similar with the country outline in the suspension. With no other insignia on it and nothing but the wording on the face, it is as Esteban says. As for what's carved on the back, well that's another story - one that I don't know I'm afraid.
