for what were that badge awarded?

Welcome to the forum Andreas.

I am not sure what this badge is exactly. It is a school raduation badge. I suspect for a medical school, or more precisely the medical faculty of a school.

You should search under the badges section for school and academy graduation badges. There are several posts which will show you similar ones. Maybe someone esle knows exactly which it is.

It's graduation badge of Moscow engineering-economic institute (МИЭИ).
фоппис - must be the name of one of the institue departments. Looks like the badge was made in 60s-70s
