Identification of a cap

I have this black cap at home. Looks like a Ministry of Forestry-cap but the band is "fluffy" or how you say it, its not like the fabric on top.
Guess the wings is fantasy but how about the badge?
The band is black, ribbon green, top dark blue or maybe black.

i say this is an early 70's cap of railway ministerie.

the black top was some time in 1985 changed over to midnight blue.

the badge on the band is correct to it, the winged badge is supposed to be a differed type with a rail wheel in the middle.

I notice it is missing the cap cord, but I see no buttons either.
Looks like a nice cap though. :)
