This looks like a document from the director of LMD, or is it just a "space filler" in the design of the document?

Jubilee Medal "Thirty Years Of Victory In The Great Patriotic War 1941-1945".
The commemorative medals 30 and 40 Years of Victory over Germany are quite common, except for the versions for foreigners. McDaniel states that they each have been awarded over 5,000 times and gives them both the R3 rating ("Rare piece, which is sometimes available, but may be hard to find"). In the Checklist by Dmitry ******, the 30-Years medal is rated R6 ("very difficult to obtain") and the 40-Years rated R5 ("extremely rare and seldom available"). I believe that ****** is correct, especially as far as the 30-Years medal is concerned.
I have seen a 30-Years medal for the first time recently as part of a group belonging to a Bulgarian MVD colonel. I had always been wondering which foreigners had been honored with these special issues.

Nice anniversary medal but I haven't seen this one before. 36mm dia, made of bronze or brass. What variation is this? foreigner award?

Here is a "Participant" example awarded to Konstantin Isa(a)kovich Tabatadze on 21st September 1978 by Tbilisi.
A little more digging shows him receiving an OPW1'85 and being born in Harachauli, Georgia in 1902.

Another "Participant" awarded to Adam Adamovich Mal'chevskij (Адам Адамович Мальчевский) by the Dzierżyński Region of Minsk on 19th October 1975. Unfortunately no other information on this recipient can be found.

A "Participant" example awarded 4th May 1976 to Ustin Vlasovich Hanjuchenko (Устин Власович Ханюченко) by Kujbyshev Regional Military Commissariat.

Here is a "Labour Front" example awarded by Spandarjan Region of Erevan on 26th September 1975 to Akon Vasilevich Chobanov.
The red "20" is a price, 20 Drams (just over four cents or threepence if you use real money). That is the going price for these in 2016. I managed to pick up 83 Badge/Medal/Order Documents dating from 1965 to 1995 for around $4. I'll be posting them all in due time.
