Badge "40 Years Of Unit 3278 VV MVD".

The batteries were dying on this one so please excuse the photos, but I've been wanting an excuse to put up a photo of this one for a long time and never found a good reason, so here it is. It's obviously MVD, but even though there is a sword and shield on it, I'm wanting to go with a particular fire house / department / brigade because of the number on it. But were there any "VV" MVD fire departments? Any thoughts?
It's also quite large (about 5.5 cm high and 4.5 cm wide).

I don't see any fire department association. All the fire department stuff I've seen has been very obvious - fire helmets and associated gear.

VV Interior Forces were paramilitary organizations with small arms up to and including armored vehicles and heavy weapons for population control.

I am in complete agreement with Desantnik - I would say VV MVD unit # 3278.
