Soviet Passports
I think passport is a very nice looking document in every country (after all, you want to make a good impression abroad...), and Soviet passports also have an added value of telling something on the people own them.

Every citized gets this one once he reaches certain age (16 I think) by going to the local militia (police) office. If a person wishes to travel to other contries - "foreign passport" is necessary. In this case one has to go to OVIR (seprate department dealing with immigration and visas). There was no guarantee you would get the Foreign passport, as various background checks need to be done. And one has to prove that he really needs the foreign passport. Foreign passport has entries in both Russian and English. Funny part is that USSR ceased to exist in 1991, but people still have passports issued to them with old Soviet insignia (USSR crest, etc). Hope thus helps. A Service passport, also called an Official passport, is not a diplomatic passport. It is however a government issue passport. They are issued to government employees or politicians who are travelling on business or "service" and who are not eligible for a diplomatic passport. They confer no Vienna Convention immunity. (Actually a diplomatic passport grants no immunity ether, it is the diplomatic visas or posting acceptance/agreement wich confers the status.) It doesn't really apply to the whole 'Soviet Awards' theme, but it does kind of apply to this topic... :)
This is the 'official' "CPSU" stamp which was used during the fall of the USSR and early Russia period by the US Consulate in Moscow to mark the visa request forms of people who had been former 'heavyweights' in the Communist Party. I purchased it from a local fellow who was the Deputy Consul, in charge of processing all visa requests, during the early 90's time period. He had kept it as a 'souvenier'. :) --Dave |
