Honored Trainer of the RSFSR...

Anyone seen one of these oddities before? A couple passes through Avers 8 did not tell me what period it comes from. The screwback it came with really looks like it should be on a T1 BM or CSM. The screwback is only a tiny bit smaller in diameter than the actual badge. The s/n looks like some homemade scratching. What do you guys think?

Also, if you happen to know this badge, is this the right screwback, or can it move on to a deserving BM?

Is it a struck piece or is it cast. It got that funky appearance.
Regardless, as far as I know, the screwplate is not the original one.
