Supreme Soviet Letter.

This is an interesting letter from Cosmonaut Popov. I have no idea about the content, but look at the signature:

"Deputat Supreme Soviet CCCP
Pilot -Cosmonaut CCCP
Twice HSU"

Would you think it made a different?
