The write up is a very strange thing indeed. The fact that it was somewhat debated if he should or should not get the lowest level long service award makes it a bit surprising he got the two later higher level long service awards.
Sounds like the military I know.

His Patriotic War II Citation and Medal "For Victory Over Germany" act.
