Very unusual case - Lenin and October Revolution - re-issued as Duplicates in 2001 in Ukraine.

Note the documents with Ukrainian writings and stamps.

Text reads like this:

""Decree of Commission for State Awards and Heraldic in the Administration of the President of the Ukraine"

The questions that I have - Does new Ukrainian State have the authority to issue awards of the Soviet Union - 10 years after the USSR ceased to exist?

Where did the awards come from? Is there some sort of depository with old supplies where USSR awards and documents are kept till this day?
