50 Years Of Liepāja Regional Komsomol Banner.

Greetings,
As I am a new "poster" to this site I will try not to make too much of a fool of myself. I have a question about a flag or banner I recently acquired..I'm hoping someone may shed some light on it for me. The banner is large..about 3x5..red silk I believe with gold lettering..the image of Lenin? in the center,the dates 1918 on the left and 1968 on the right with alot of russian text top and bottom. the banner is very heavy and in very good condition. Any info and on what it is and if it is valuable would be very appreciated.
