I need help IDing this badge. Labor or something else? Is it russian? The stamp looks odd.

The badge and document are Soviet, written in Russian, but the stamp is Latvian (check out the first word at approximately 8 o'clock - Latvijas)

Not professional, but rather a trade union group.

I guess there are different distinctions between "trades" and "professions" in Russian and English vocabularies ...
