KGB graduation badge - fantasy?

So folks, I got this badge today in a trade. It is a multi-piece badge with a base that resembles the standard blue university badge, but the white border is somewhat wider. The sword and shield part is very smooth and well done and the top part with the Soviet crest is very detailed. What is interesting is that the rays on the blue piece is entirely covered by the silverish piece.

I have not been able to find a badge like this in the references (that I have) so I am prepared to consider it a fantasy badge - however I would love to hear the comments of the forum.
