I stumbled on this interesting, 82-page war-period booklet with .

Nuggets:
p.42 - According to Edict dated 2 MAY 43, prison terms for illegal/improper wear, awarding and disposition of awards, including badges. 6 mos to 2 years prison term for illegal wearing, 2-3 years for illegally granting awards,1-3 years for illegal sale or transfer of awards, illegally granting 1-2 years. The last may explain all those verification signatures on award citations...;)

p.66 - wound badge regulations authorized by the GKO (State Committee for Defense). Serious wounds broke bones or joints while light wounds involved "soft tissue" only. No mention this early of "shell shock" awardings.

As far as I know, shell shock was always "unofficial" but "tolerated".

I'd like to see a case example of "illegal awarding" if for no other reason than it just sounds nearly impossible at the time.
