It is a cossak uniform.

Curiously, while he's wearing an updated parade cap (presumably a special kind just for the Cossacks, given the colors), he's wearing a traditional Soviet, rather than Russian, parade belt.

'Traditional' might have been the wrong word.

In any case, it looks like he's the same form of yellow-parade dress belt worn by officers (with a brass buckle with the Soviet emblem on it). The one the Russian Federation adopted is different--the same color, but the buckle emblem is the Czarist double-headed eagle.

I'm trying to find a picture of it, no luck thusfar.

Yes, it is so called "cossack" of Russian Federation.

I use words "so called" because these "cossacks" have no in common with cossacks of Russian Empire and Stalin's Red Army cossack corps...
