Marc, I never really noticed that either, mainly since I didn't know when that conference took place. What I can tell you is what the seller told me in market in Moscow: The flag was "recycled" which would explain why not only was the dedication added later, but the quality of the "paint" below the H&S with the line under it is much lower than on all the other sections. It is a differnt color gold (much duller with "spakling" flecks in the paint) and a completely different font than everything else. There is a really dark outline to all of those letters whereas everywhere else on the flag the gold borders stop seamlessly.

Just from looking at it and feeling the material, you can immediately tell the last two lines were not on the original.

The vendor also said something about a shortage of raw silk when this one originally put together which he said was the reason that the flag is not one solid piece of silk, but to pieces sewn together (the line in the cloth running from end to end just below "КОММУНИЗМА!"

Thanks for pointing this out because that lettering has been bothering me for all these years.:)
