What do you think about this? Was it made for tourists after 1991?

As it has a barcode I think it was sold, maybe as a souvenir for veterans or for tourists. I do not think it was an official badge, those ones were awarded and the soldiers did not have to pay for them. It looks like a milizija patrol badge. I know such exist for army guard posts, but it looks like new.
Let's wait for the experts' opinion.

This is a post-Soviet Russian Federation badge - the price tag is probably from a surplus store or an official voentorg or military store for sale.
