There were some entirely polish squads in Yugoslav partisan movements, altough I don't remember the exact numbers (had it in one book that I have been unable to find lately).
As for the partisan cross given to Foreigners - Tito got his in 1946, so I think some of the more important yugoslav partisans as well as those, who had the Polish under their command could have received it. But I would guess that less than ten were given to Yugoslav commanders, esp. that Tito and Yugoslavia soon became "incorrect" for a few years.
