Strange belt

Can anyone tell me what this belt is? It has the full USSR State Emblem on the buckle and is made of black leather. Looks old, the buckle is a little "shaded".

I think its police / militia em, 1960's through 1980's.

It is definitely the militia belt. It was introduecd I think in 1947 and I don't think it lasted as long as the 80s. hey are quite rare ad all I have seen have been of nice heavy construction.
