Here is the Title "Excellent In The Ministry Of Communication". An obscure state Title for Communication workers (Postal, Telegraph, etc.). Founded by Ukaz #1094 of 1974 "For the spiritual stimulation of the People's Republic Of Bulgaria".
This is a variation of the Title, There is another variation in the collection as part of a documented group that will be posted in a group thread.
