Repetitive Awards Not Just A Soviet Problem.
Here is an exceptionally rare, officially engraved example of the double award of a British Campaign Medal. Not only the Communist bureaucrats had this problem. I also have a (Communist) group where the same recipient was awarded with the same Order twice in the same Decree.
This particular trio was awarded to a member of the Jammu Brigade of the Kashmir And Jammu State Forces, who is believed later killed in action in service against Pakistan. Still looking for the triple recipient!

i would imagine that the recipient got a replacement for his missing medal. officially he wouldn't be able to wear two ww2 war medals. if someone was issued two medals for the same action twice, they got a medal ribbon bar (like the military medal)

These are both original issues. I don't know the rules of wear for Jammu And Kashmir (which was a sovereign state) but one was awarded to him by Jammu And Kashmir and one by British India (indicated by each awarded for service at different levels of Empire service - J&K didn't have their own Medal unlike Bahawalpur for example). So although George VI was the overall King and Emperor this signalman was awarded the same award by two different nations. It may even be the case that all 3 awards were issued for the same service. One by Jammu And Kashmir, One by India and One by Great Britain. Hierarchy of an empire!
If they were un-engraved no-one could ever prove they were double awarded in this case but this is a very unusual case. That being said I know an old soldier who has one of these written in his service record certificate booklet which has never been received.
