Who is this Soviet Man on Watch Wristbands?

I have several soviet watches, the only thing they all have in common is on each wristband (different leathers) is a little round black and white photo of a young soviet soldier. Who is this guy? Were they his watches?

It's a private collection that includes a hat pin, I found a pic of it online, it's called a Cocarda, whatever that means. Who knows, maybe one of my great-grandfathers swiped them at spots all over Europe, but why can't I find a single photo of a Soviet watch with this guys pic on the wristband? I know how to find things online, that's what I do for a living, but I'm not having any luck here.
