I think that is supposed to be Das Kapital, not the Quaran.

It is unclear just which Communist book it is but it certainly is not the Qurʼan. Unfortunately a blank open book doesn't give many clues. Emphasising literacy is always good though.

IMHO the book is the Qu'ran, as the ogival construction behind is clearly a Qibla.
In such a traditionnalist courntry as Afghanistan, I'm not sure the new power tried to throw away ALL old culture... EDIT: Wikipedia, which I don't like much, is ambiguous. An author states the book is "admited" as Qu'ran, but what can we say of the Brabak Karmal's speech about the coat of arms in 1980? "it is from the pulpit that thousands of the faithful are led to the right path." And the Qibla, the green underground... Clearly it could be an astounding mix of Islam and marxism. The vast majhority of afghan people, uneducated peasants, will see the book as the Qu'ran...

The ambiguity is not localised. This book also could be anything but I doubt many will see it as the Qu'ran or Das Kapital.
Sometimes there isn't an answer. I also thought genies came out of lamps not eagles.
