You are right, but in this case it took a little too long, even for Russia. I think it's interesting that they would use a Soviet type doc, that is obviously freshly printed, and not a Russian Federation document.

BTW, as you know, SOVIET passporet are still used today!

I think you are right. I have just compared it with a document awarded in 1973, and the paper is absolutely identical.
