Badge "Champion Of The Socialist Competition 1974" awarded in January 1975 to Eleonora Voskanovna Simonjan by the Ministry Of The Industry Of Communications Means (which existed between 26th June 1946 and 1989 when it was absorbed by the Ministry Of Communications.)

Here is another Document. This one awarded to Mihail Nikolaevich Nechaj by the Ministry Of General Machine Construction on 10th October 1974.

The Ministry Of General Machine Construction existed from 2nd April 1955 to 10th May 1957 and then from 2nd March 1965 to 1st December 1991. It was the ministry in charge of Space Exploration and was replaced by Roskosmos.

There were lots of Space Race projects going on at the time to win the competition in.
