Here is a pass for the Games Of The XXII Olympiad or the 1980 Moscow Summer Olympics issued to 1929 born Petr Alekseevich Ovcharenko.

Although known as the "Moscow" Olympics, the games were held in venues over the SSRs of the USSR. This particular pass is for the Republican Stadium in Kiev, which hosted the following Football matches;

20th July 1980, German Democratic Republic Vs Kingdom Of Spain
22nd July 1980, German Democratic Republic Vs People's Democratic Republic Of Algeria
24th July 1980, German Democratic Republic Vs Syrian Arab Republic

This pass is a "Service Of Protection And Order" pass with Ovcharenko being a Stadium Guard of Zone Two.

Military or police? The curved ends of the shoulderboards point towards police.
