the writting make me think to those fake booklets created for awards such as Suvorov, Bogdan elaborated and proposed in the Baltic states (a banned member showed to us one of these...its twins are proposed on E! on these days...).

I personally do not think it is possible, though I wish to point out the last photo is the date when this document was printed and from where. Its almost like a copyright date. The dates to fill in the awards are denoted by the 19__ on them.
