This country is now in NATO. This award pre-dates that and is from a "Transitional" period of its modern history. I wonder how long it will take to nail the award once the nation is out of the bag.

I thought for sure someone had said this, but apparently not: Bulgaria.
The Order for Loyal Service Under the Banner or Order of the Balkan Mountains.

Bingo!

Order "For Loyal Service Under The Banner" 1st Class.
These things are big the cross alone is 67mm tall and 58mm wide.

I also have a 2nd Class which is the same but silver which is a little crash damaged... maybe the weight of it pulled the recipient over whilst wearing it.... The 3rd and 4th classes are far more humble affairs.....

Here is Air Force Colonel Petr Manolev, A Bulgarian pilot during the hostilities 41-45 on his 95th birthday. He was awarded this 2nd Class Order as a birthday present. His Soviet "For Victory Over Germany" ribbon can be seen along with his Order "For Bravery 4th Class 2nd Grade".

The second picture is a pair of newly awarded 1st Class Orders to two somewhat younger military men.
