I know the later medals like these were made with the ring as part of the medal which caused little things like the images to be just slightly off center and the rings to be "mashed," but this is the first one I've seen where it looks like someone at the mint had to go back and finish cutting a hole with a hammer and punch.;)

Otherwise, the medal is a great find.:thumbsup

IMHO, it is a late, unissued document that has been used to create a "valuable variation".
