Yes, that is fabric for enlisted staff.
So, only shoulder boards of this tunic should be changed.

No magic eye there. In 1952 only one type of fabric existed for enlisted men’s tunics. And tunic in question is for enlisted men because:

1. Tunic has cut used only for enlisted men’s tunics. (Enlisted men and officers’ tunics were manufactured using different technical specs).
2. Clearly visible manufacturer’s stamp for enlisted men’s tunics.
3. Naturally tunic has no piping in front, which was mandatory for all officers’ tunics.
