I think it has been discussed elsewhere that the lack of markings on a beret sweat shield should not be regarded as a hard and fast rule for Soviet vs post-Soviet production.

The concensus of opinion, as far as I have found, seems to be that the lack of markings on the shield may indicate either late Soviet-era production of post-Soviet production.
