Thanks for helping with translation and review - so here's feedback to share with all: it was "awarded" by Kang Yang Wook (Kim Il Sung's Uncle) but the date of the decree is blank.

I just got inspired to open the door on DPRK items as there is so little out there. I do spend a great deal of time almost every day deep in research. Why can't I like something simple and easy?!?!
The Pak Kil-Yon who was in the DDR is a different Pak Kil-Yon to the UN/Canada Ambassador as he would have only been 10/11 when this Medal was awarded.

Here is a rather poor photograph of Soviet/Russian Admiral Vladimir G. Tolstikov, former chairman of the Russian-DPRK Association for friendship and cultural cooperation. It looks like a trio of National Flags 1st? and 2 3rds? A 2003 BBC report states his "gold" award was personally awarded to him by "his friend" Kim Il-Sung.
