Decrees by number and recipient's name. The vast majority of Albanian awards are unnumbered.
After finding the decree of the example I presented, an additional google hit that he was a partisan and everything tied up rather nicely. A wide range of techniques can expose a wide range of results in this modern age of communication. Many governments are digitalising their official documents which isn't always obvious or even possible to access through simple google searches, but it has been known to happen.

Because I'm far away from home and any bookmarked pages. No conspiracies or protectionism, more fed-up of living out of a suitcase.
A google search quickly offered up this fantastic reference - http://qbz.gov.al:81/index.html. Albanian only and don't expect google translate to help more than a very little. Once upon a time I found a full decree with write ups to the previous recipient's son's award.

It's a nice looking order that "looks" Soviet, but alas this one was never manufactured in the USSR. (There were a few posts about Soviet-made Albanian orders in this thread, I thought I would clear that up)
This one was manufactured by: Yugoslavia - IKOM Poland - MENNICA PANSTWOWA (though I've read that these haven't been seen) GDR - PRÄWEMA MARKNEUKIRCHEN Albania Supposedly some of the early IKOM ones are silver, so look for those. Only the Partisan Star and some badges were USSR made. Still some nice looking awards though. Cheers! George |

Here is a hollow-pinback 2nd Class. The quality is considerably higher than the previous Type - not quite as high as those made in the DDR though.

The DDR Made 2nd and 3rd are very common although numbers are a complete unknown.
Two week ago I was offered a large consignment of screwbacks for ~$4 each. Unfortunately I didn't have the ready funds to be buying in bulk - Maybe next time.
