Good question. I had requested all the information regarding this Red Star, and a couple other early ones, from my researcher about this time last year.
This is all the information I received. Boris Marakov's name is listed on the decree as a recipient of an Order of the Red Star along with other crew members. I was informed there were no other documents, so aside from the decree I have cut and pasted here, and my being informed #12107 was awarded to "understudy" Captain Boris Marakov, I have no further means of matching the two. The documents in the archive, I am told, start from June 22nd, 1941, and that pre-war awards are stored elsewhere. There were no citations on those awards, only the text of the "UK's". Information on some pre-war awards is available, but apparently I would not be able to obtain any documents that can prove the connection. There was no further information available from TsAMO. I requested what information was available from my researcher for his name and included it here. My apologies for my obviously long-winded explanation. I had also posted this Red Star on one of the Russian language forums.
On May 27th, 2011, "Sergey 77", not my original researcher, posted the following unsolicited comment on "Faleristika.Su" in response to the posting of this Red Star on that forum on May 24th, 2011; "О награждении орденами и медалями СССР экипажа ледокола «Иосиф Сталин». За образцовое выполнение правительственного задания по выводу ледокольного парохода «Георгий Седов» из льдов Арктики и проявленные при этом доблесть и мужество наградить экипаж ледокола «Иосиф Сталин»: ОРДЕНОМ КРАСНОЙ ЗВЕЗДЫ 1. Макарова Бориса Николаевича — дублера капитана л/к «И. Сталин». № 12107, вручен 29 июня 1940 г. Председатель Президиума Верховного Совета СССР М. КАЛИНИН. Секретарь Президиума Верховного Совета СССР А. ГОРКИН. Москва, Кремль. 3 февраля 1940 г." Translation via Google, "Awarded orders and medals of the crew icebreaker "Joseph Stalin." For exemplary performance of government jobs to the icebreaker "G. Sedov" from the ice in the Arctic, and for his valor and courage of the crew decorate an icebreaker, "Joseph Stalin": Order of Red Star 1. Boris Makarov - understudy Captain l / k 'I. Stalin ". A researcher's "trust me" is of little to no value, moreover if money is exchanged. |

Here's a bit more information on the Icebreaker "I. Stalin".
The "I. Stalin" was the very first Soviet built icebreaker. Laid down and built at Ordzhonikidze Shipyard in Leningrad she was launched on 14th August 1937 and set out on her maiden test voyage on 23rd August 1938. At the time the largest icebreaker in the fleet (they had others just not Soviet built). The "I. Stalin" was fitted with three reconnaissance planes. On 13th January 1940 the "I. Stalin" reached the icebreaker "G Sedov" which it managed to free from encapsulation in ice on 18th January (obviously a distinct lack of light). The "G. Sedov" had drifted above the 80th parallel north over 812 days. The scientists and crew of "G. Sedov" were retrieved safely. During the Great Patriotic War the "I. Stalin" was put onto Arctic Convoy duty. The icebreaker was rebuilt in 1954 renamed "Sibir'" in 1961 during de-Stalinisation and finally broken in 1973. Additionally on the subject of the "I Stalin". In August 1940 (just after this award) the Icebreaker aided HSK-7 "Komet" through the Soviet Arctic Sea Route round to the Bering Strait. The Komet's actions in the Pacific Theatre after the Soviet Union's (paid) assistance led to the loss or capture of 10 allied vessels. The Komet then returned to France via the Horn and was later lost with all hands whilst on a second mission on 14th October 1942.
The sort of mission that was completely written out of the history books. Here is the original announcement - no numbers unfortunately.
