Overall, yes, but it looks somewhat unusual. Here is a fully genuine example for comparison.

Here is a Donbass-Medal, where I have some doubts. The inscription in the upper left looks kind of strange to me.

it is a fake, it is a fusion, it is not minted. Poor quality. See the little hole at 9 o'clock position. It is a problem that can be seen on faked medals when they are not minted.

I wouldn't be surprised if under that "patina" there are lots of quite obvious tells that this is "privately" produced. The finish as it is now reminds me very much of those commemorative pieces that are made by independent mints to cash in on topical events. It can be quite surprising how bold some folks can be with the fakery.
