It seems to be a small factory, so I thought it would produce for some minor uniformed services. Actually I don't think I have seen any of their products before. Anyway, it could also be for NCO as You first wrote, but for extended service NCOs

Factory name is "Mayak" (poppy flower) in Gorkovskaya oblast.

how about this cap label ?

it is in an undated border guard cap.

the liner is made of the same material and the visor is of general grade, it may be a privet purchased one.

I have no cap with a similar label. By design, a factory can be private rather than a factory state.
