Althought this IS the official rundown in the Russian Federation (and other former Soviet nations), Other state awards blur the order of precedence. Not only that but awards from folks like "umalatova" and other awards confuse not only the person wearing and ordering them but the person observing.
Some 21st century chests can be a complete mystery to the person attaching the awards to them so if you were for example buy a jacket that a GPW veteran wore to the last "victory day" parade and was doubting it's authenticity due to awards being out of place you would just be paranoid. There is NO convention between the former Soviet Union states as to what goes where and that is excluding the "organisations" that produce even more than all the "ministries" of all the former states put together.... If there were an order of precedence which included all the previously mentioned awards it would have to be updated on a daily basis. But speaking of such things through English eyes even the Commonwealth order of precedence is open to vast discussion but that is a different story.

So I am a Georgian GPW Vet... I have the following awards... Red Star, OPW2, CSM, Defence of Caucasus, Defence Of Kiev, Capture of Berlin, VOG, 20VOG, 30VOG, 40VOG, 50VOG, 60VOG, 65VOG, Medal "Zhukov", Belarus "50 Years Of Liberation", Ukrainian "50 Years Of Liberation", Ukrainian Order "For Bravery" 3rd Class (For Liberation), "Umalatova" GPW labour and 55VOG, the Georgian Medal 65 years of victory and Georgian Order "Honour". How do I wear these?
Good luck cos I have no idea....

As this is mainly a "Soviet" forum, I suspect the question (and the answer) were directed at the awards of the USSR during the period before the USSR ceased to exist. Throwing in post-1991 "stuff" (and I struggle here to use a "nice" word) just distorts things. I further suspect that after 1992 people just do whatever they want to (both at the governmental and individual level).

Fortunately or unfortunately we have a vast number of post Soviet Union awards. A great deal of them very valid.... and then the "organisational" flak.
There must be right and wrong ways to wear awards throughout the CIS.
