Only if a Military nurse. In the collection are examples of nurses getting a VOG or a LVOG or both. Many examples of doing at least a year in a "normal" hospital before joining the army and then becoming a "Combat Medic" or leaving their combat position to look after the wounded back on the home front.
If this set was to a nurse they could have been moved to relieve the overwhelmed civilian nurses/doctors close to the front. Plenty of civilian casualties needed help along side their uniformed wounded.

The bar is still missing the 1965 medal which was handed out even more generously than the 1975 and 1985 anniversary awards.

I have found that most "Labour Front" selections omit the 1965 award. Indicating that the 20th was more a military orientated award. The 30th and 40th have both a military and civilian variant.
Come to think of it, I don't think there is a a LVOG group in the collection where they also got the 20th Anniversary Medal without either also receiving the VOG or being in service in 1965 or both. It will take a long time to check this though. After checking the "groups" of 585 Soviet citizens, 16 fell into the "Labour Front" without VOG or serving in 1965. Of those 16 groups only a single recipient also received the 1965. She had also received a Defence Of Caucasus from the Georgian SSR Supreme Soviet. Both her 30 and 40 commemoratives are "Labour Front". Thinking on this bar a little bit more it could also have been someone working on the Railways. Assisting in the transportation of materiel to the battlezones. NKPS service personnel were not "military". There were armoured trains, (re)construction trains, Railway troops and NKGB transport units that were mostly classed as "military". Then again there is a group in the collection to a locomotive driver of a reconstruction train who is classed as "Labour Front". I don't really see the driver and his fireman getting the train up to speed and then leaning out of the cab with PPSH-41s - outside of a Hollywood film.

Here's another nice ribbon, a large size and really well made. I like the recipient's Red Star, two CSM medals, and the VOG and VOJ medals. Judging by his 20 year service ribbon, he was a career military man--so at least some of the awards are for long service. There's a nice inscription on the back giving the recipient's (?) initials and the date of May 9, 1960.

Not a war service ribbon but interesting nonetheless, the recipient has the "Valiant Labor in the GPW" medal and the XX anniversary medal as well as the 10, 15, and 20 years of military service ribbons. Most interesting is the Borderguard medal in position 1. Most likely someone who was too young to fight in the war and had a military career (as a Borderguard or KGB man?) after.

Once again the props department has got it wrong. What on earth has the ribbon bar got to do with anything?
