It might have been more marketable had the seller described it like that. Unfortunately, they are claiming that this is an actual, issued, super-secret Soviet uniform accessory, only authorised for wear at one special ceremony, ever (seller gave no indication as to what that event might have been). I am not making this up.

Yes, I believe that ceremony is called a demobilization.

Anyway, here is the seller's new description:
The officer ceremonial belt . It was not in a series. By little more than 100 pieces were made. It was designed by USSR Central Research Institute of Military Clothing .Was made only for officers a one regiment and used only one time for repetition of a one parade and after it was write off. My uncle, retire intendant officer picked up it and was saving for last more 20 years. I do not know have it any value or not , but now I place a one belt to the auction . Shipping with registered airmail 10$ for any country . No reserved . Paypal and USA money order are welcome for payment .

Usually, Money orders are sent to a partner in the USA or EU, like WesternBid or similar. I assume that each Ukraine or Russian seller has an account there and gather up a larger sum of money, which is then sent bi-annually or so by wire transfer.
