ИАП/Д is indeed fighter/interceptor regiment/division.

What does "Уир" mean?

Управление инженерных работ
but there is also something called
УНР (Управление начальников работ)
which is part of УИР.

"Head of air-fire and tactical training"? What is a more natural translation of "air fire"? :confused:
