could anybody so friendly to translate the text. The text is on a silver plate on a document folder.
On the folder is the Juri Dolgerukin memorial (man with horse) the founder of Moscow.

The translation provided by Zozlo is not complete.
This is a paper (sort of ID) that describes the owner as an Executive Officer of Chief Political Department (GPY - Glavnoe Politicheskoe Upravlenie) in the district of Batum (now Batumi, Georgia). Person's name is Vlad Dhobadze (Georgian last name). And at the end it states that comrade Dhobadze can carry any type of weapon with him.

I am not sure if people tend to check the translation of the award documents against the original, but look at this - the interpreter downgraded the wounds of the awardee! :laff
The fragment is taken from research for a Red Banner to Major Natoptanyi. (the original says: ... A heavy wound in September ...) Sergei
