and the only word i can read on the stamp is Oblast.

Not my finest hour this one. Interested to see what it is though!

The stamp says "Committee of the Kokchetav Oblast" in both Kazakh and Russian. Nowadays Kokshetau (formerly known as Kokchetav) is part of the Akmola Oblast, but between 1944 and 1997 it was the capital city of an oblast by the same name. The stamped signature is from the secretary of the oblast's Komsomol Committee.

This is what I have so far:

- Document for the Medal and Medal for the Restoration of the Black Metal Enterprises of the South issued to Konstantin Dmitrievich M a r k o v on June 27th, 1949 by the Chairman of the _______, Serial #191283.

Any help with the rest of the document would be most appreciated. . .

Sure thing, Bill! :thumbsup

Reading cursive is a hard slog, but ability definitely improves over time. Recently, I dug up some documents I'd put away a while ago because they were illegible. I was actually able to work them out in their entirety this round.

If you could please post a large, detailed scan of the signature, I'm sure we could figure it out. It's actually quite clean handwriting.
