The stamp says "Committee of the Kokchetav Oblast" in both Kazakh and Russian. Nowadays Kokshetau (formerly known as Kokchetav) is part of the Akmola Oblast, but between 1944 and 1997 it was the capital city of an oblast by the same name. The stamped signature is from the secretary of the oblast's Komsomol Committee.

I was actually able to work them out in their entirety this round. If you could please post a large, detailed scan of the signature, I'm sure we could figure it out.
