Strange uniform with H&S buttons

What is this uniform?
According to the current owner it came from a collection of former KGB officer's son, true or not, it indeed came from the former SU. The problem is, that when I saw this buttons, my first thought was "not soviet". Also the uniform cut looks so.
This was supposed to be diplomat/advisor tropical uniform, nut as I said - doesn't look soviet at all. The buttons look different from any former East Bloc buttons I have seen.
Any thoughts?

From what I know - none.
I thought of Cuba as they had something similar in cut, but the only metal cuban buttons I have seen were with their state symbol. I don't know if they ever used h&s on military stuff.

On the other hand, foriegn "volunteers" and "advisors" have worn the uniforms of their host nation since before the Spanish Civil War. So ostensibly this could have belonged to the soviet serviceman while he was in ethiopia causing mischief there. Of course that requires a bit of faith in the base story....
