DEMBEL Tie bar/clip

OK, I have recently aquired this tie bar/clip. Since I have a pretty crappy camera, I cannot take pictures at close range without blur. It is an Order of Victory ribbon bar attached to a tie bar with cyanocrylate adhesive, the equivalent of modern day super glue. The tie bar is definitely not military, if even soviet at all. Could this be a dembel piece or is it just a complete piece of junk?
