Honorary Title "Meritorious Worker Of The PMR".
Here is the Honorary Title "Meritorious Worker Of The PMR" (Заслуженный Работник ПМР). I have not yet found the founding decree (as the PMR sites are currently down) but it was founded in 1994 or earlier. This is the highest award of the PMR. According to official regulations the "Meritorious Worker Of The PMR" is worn above all Orders.
This example is a Type 1 (Saint Petersburg Mint) and is of an exceptional quantity. It is one of only two that have ever been offered on the market.

Here are more, lots more, of the current Type (with three different cases). Many in the PMR would say far too many as former President Shevchuk has been heavily criticised for rewarding too many people, to the point that there are calls for awards to be revoked.
During his term as President, Shevchuk awarded 15,617 State Awards (Titles, Orders, Medals). Although, during his final term alone, President Smirnov awarded 21,984 State Awards. These sort of numbers indicate how common PMR awards are and illustrate why market prices have been nosediving for the last few years. Most recipients of Honorary Titles "Meritorious Artist", "Meritorious Teacher" etc are issued with this Chest Badge rather than a more specific piece. The number of these awarded and issued now is over 200. 72 were awarded in celebration of the 25th Anniversary of the PMR alone (which I believe is what is being depicted in the first picture).
