Sleeve rank insignia - non-military

Who wore those? normally I would guess railroads or miners, but I cannot find any rank chart for miners and railroad had different colours. It used to have 4 metal stars placed in a row, but they are missing.
The pic shows the difference in size and colour between those and overcoat shoulderboard.
